Conditions of Participation
IPA-Conferences are open to all
persons interested who are over the age of 16. Generally we expect female and
male police persons of all ranks and functions from various countries.
For exceptions see the seminars mentioned above.
Binding enrolments in writing are to be addressed to the centre, either directly or through the IPA-Regions or National Sections. The persons enrolling should give their first and last names, private and office address, and membership number, if they are IPA members. Enrolments will be considered in chronological order depending on the date of their receipt.
The participation fee amounts to €220. IPA Seminar 04 €140. IPA Seminars 06 and 32 €180. IPA Seminars 02 and 18 €270. The participation fee is payable in Gimborn during the seminar, cash or bankcard (MAESTRO) will be accepted.
As a rule the participants will be accommodated in double rooms. If accommodation in a single room is requested an additional fee of €10 per night will be charged.
A contribution to the travel expenses will not be paid. With the view to forming groups by sharing a car, participants should get into touch with the appropriate IPA-Branch or Region. When requested shortly before the beginning of the seminar the centre will inform about the names and addresses of other participants travelling to Gimborn from the same area.
If places are available you might arrive a day before the seminar starts or stay a day longer; for the one and first additional night and breakfast you would be charged €15 extra; prices for additional accommodation and food will be communicated on request.
The conferences will be held in the languages as indicated.
In bi- or multi-lingual conferences simultaneous translation will be given.
Location
The IBZ is situated nearly in the centre of West Germany about 30 miles east of Cologne. The nearest railway-station is in Engelskirchen. The nearest airport is Cologne-Bonn.
General Information and Sponsorship
The 2006 programme of Seminars in Gimborn Castle has now been published and includes a total of six, which will be conducted in English or with English simultaneous translation.
Section Ireland is again sponsering a total of eight persons. Those lucky enough to be chosen through open draw, may select a seminar of their choice. Language students, who avail of a seminar with simultaneous translation, will have an excellent opportunity of gaining fluency and at the same time enjoy a most convival atmosphere.
Sponsorship includes:
Return airfare from Dublin to Düsseldorf (or Cologne). (Flight tickets will be provided from IPA House to participants well in advance of departure date.
Where public transport between Airport and Gimborn has to be used, this can be claimed on return. (While we always request that members be met on arrival at Düsseldorf Airport and conveyed to Gimborn Castle, this facility is not always available, so you must be prepared to use public transport).
The maintenance cost in Gimborn, includes, seminar/tuition, food and accommodation. (Section Ireland has an arrangement with administration at Gimborn to permit our National Treasurer to pay those costs for all participants at the end of the year. If you are asked to pay at time of registration, quote this arrangement between our Section and Klaus Nieder, Director, Gimborn.)
Compulsory stay over at the conclusion of the seminar in Gimborn may arise due to flight schedules. Reasonable vouched expenses will be refunded to the participant where extended stay is necessary. Applications for refund should be forwarded to Paul Mangan for endorsement before submission to National Treasurer.
Those interested in applying will see from the programme that the first English Seminar which has a very interesting theme "Islamism" takes place from the 12th to 16th February 2007. Consequently the closing date for receipt of applications for all Seminars is set for 3rd January 2007. This early date is necessary to allow for written communications to and from Gimborn and booking and confirmation of flights from IPA House, should there be applicants for this first Seminar. So remember, if you are interested get your application in on time.
Before you put pen to paper, there are a few ground rules that need to be strictly adhered to:
Ensure that you are a current Member of IPA.
Applicants will be accepted only on Official IPA Application forms. All Regional Secretaries should have a supply of those forms. They can also be obtained from IPA House or downloaded from IPA website www.ipaireland.com.
Completed applications must be submitted through your Regional Secretary who will need to confirm your IPA Membership. (Do not forward directly to me, Paul Mangan.)
Any Member who has previously been sponsored by Section Ireland to a Seminar may not apply until two years has elapsed.
Complete and submit your application, only if you are fully committed to participating at the chosen seminar, if selected. (Quite an amount of inconvenienceto all involved, especially authorities in Gimborn, and staff at IPA House, is experience each year by Members randomly applying and then opting out, very often at short notice).
If there are more than eight applications, the Cultural Commission will select by open draw soon after closing date and all applicants, will be notified in writing.
