A member of IPA since 1970, Billy was first elected to the National Executive Committee in 1982 with responsibility for Youth Exchange and in 1994 was elected to the position of Secretary General.   

During his 24 years of service on the National Executive his duties also included social, financial and professional affairs.   In that time the Association was managed by five different National Presidents.   Each brought his or her own 'mark', all for the betterment and development of IPA.

     At National Congress 2006 held in Carrigaline, Co. Cork, Billy was elected to the position of National      
     President for the period 2006 - 2009.   He intends, with the support of all, to continue the good work of 
     his predecessors while keeping in mind the changing lifestyle of society and in particular that of An Garda
     Síochána. 
     He remains actively involved in IPA in Shannonside Region No. 4 and especially in the Clare Thomond
     Branch.
